Leader worked with ADB delegation over WEIDAP project

BTO- Vice chairman of the provincial People’s Committee Pham Van Nam and leaders of functional Department of Binh Thuan province on November 22 held a working session with a business delegation from the Asian Development Bank (ADB) led by Mrs Yumiko Tamura- ADB’s country director in Vietnam. The meeting, which focused on the province’s payment ability and preparation for the implementation of project “Water Efficiency Improvement in Drought Affected Provinces” (WEIDAP), also had the attendance of representatives of ministries, departments in relation to the project.

Being approved by Prime Minister on April 28, 2016, WEIDAP project is expected to be carried out in five provinces with the worst impact of drought and water shortage (Ninh Thuan, Khanh Hoa, Dak Lak, Dak Nong and Binh Thuan). In particular, Binh Thuan will implement two sub-projects: “Upgrading irrigation system in Tra Tan water reservoir ” passing by the communes of Tan Ha, Tra Tan and Dong Ha (Duc Linh district) with the aim to provide enough water for 1,090 ha of farm land; “Du Du- Tan Thanh watering canal”, which is situated on an area running through Tan Lap, Tan Thuan, Tan Thanh communes and Thuan Nam townlet (Ham Thuan Nam district), ensures irrigation water for an agricultural land area of 1,960 hectares.

According to deputy director of Binh Thuan Department of Agriculture and Rural Development Nguyen Huu Phuoc, the two sub-projects have been enlisted in Medium-term Investment Plan period 2016-2020 by Ministry of Planning and Investment with an estimated capital of VND 663 billion or USD 29.98 (including ADB’s loan of USD 26.99 million and USD 2.99 from the central and local reciprocal capital). Binh Thuan authorities have basically finished a report on feasibility of two sub-projects above (draft) and submitted to the central managing board of irrigation projects to seek for ADB’s comments.

Mrs Yumiko Tamura informed that in 2019, ADB will stop providing the Asian Development Fund (ADF) concessional loans. In stead, the country will access to other capital resource.For that reason, Binh Thuan local government needs to take steps to prepare and complete financial procedures relating to the project to ensure that it will be signed in 2018. Vice chairman of the provincial People’s Committee Pham Van Nam said that Binh Thuan expects to receive financial support and ADB’s loans to intensify the investment in infrastructure systems for the province’s socioeconomic development. He also expressed his hope that ADB would continue giving help to Binh Thuan in the implementation of other projects.
