In celebration of 90th anniversary of Traditional day of the VCP’s Propaganda and Education sector (August 1, 1930-2020) :

Excellent dedication and outstanding growth

BTO – On the occasion of the International Day of Fight against the Imperial Wars and Peace's protection on August 1st, 1930, the Department of Propaganda and Education had published a document, titled “International Red Day August 1st”. This is the only and earliest document, which was kept up to date, clearly states that “It’s published by the Communist Party of Vietnam's (CPV) Propaganda and Education Department”. Right after its publication, the document had created a great buzz and strongly encouraged the revolutionary people across the country to stand up to fight against the imperialism, oppression, exploitation; oppose the invaded war and support the national liberation movement. Since then, August 1st has become a historic milestone, marking a very significant activity for the Party’s propaganda work.

Historical Significance

Immediately after its establishment, our Party’s guidelines are to promote the propaganda of the Party’s revolutionary policies; disseminate widely the Leader Nguyen Ai Quoc’s calling. At the same time, the Central Executive committee of the CPV had established the Propaganda and Education Committee which plays as an advisory and guidance agency in charge of propagating and enlightening the masses about the Marxism – Leninism, and about Chief Justice, Brief Strategy and revolutionary ways of the Party. The newly-established committee encourages people from all walks of life to acquire the revolution, understand, support, believe and follow the Party’s revolution.

Appreciating this special event, the Politburo (term 8th in 2000) decided to choose every August 1st as Traditional Day of the Party’s ideological and cultural affairs. In 2007, after merging the Central Committee for Ideas and Culture and the Central Department of Propaganda into the Central Committee for Propaganda and Education, the Party Central Committee’s Secretariat (term 10th) decided to choose August 1st every year as Traditional Day of the Propaganda and Education sector. Up to now, such day has experienced its 90 years backwards.

Excellent dedication

Since the first days of foundation, propaganda and education work has contributed to building and developing revolutionary movements; arousing, promoting patriotism and revolutionary spirit of Vietnamese people to fight and gain triumph in the August Revolution in 1945, recapturing the administration for people. Following this resounding victory, at Ba Dinh Square on September 2nd, 1945, President Ho Chi Minh sonorously read the Declaration of the Independence giving birth to the Democratic Republic of Vietnam, turning a semi-feudal and colonial state into an independent, liberal and democratic nation.  At that time, the whole Party, people and people’s armed forces, including propaganda and education sector had the very important tasks to unite the whole people in protecting the newly-established revolutionary administration; fight against internal and foreign enemies, as well as promote revolutionary movements.   

In January, 1946, Revolutionary Government decided to hold the first general election to form National Assembly, build Constitution and establish an official government. Propaganda and election campaigning had been considered as a critical struggle against the sabotage of Chinese forces, the counter-revolutionary forces of Viet Quoc, Viet Cach in the North, France’s forces in the South. With popular mottoes “All voters go to the ballot boxes”, or “Each voting paper is a bullet to kill the enemies”, propaganda and education work has made significant contribution to the landmark victory of the first General Election after attracting the majority of voters, who strongly supported candidates from the Vietnam Independence League (Viet Minh) instead of fierce bombing of French colonist in the South of Vietnam.  

During the anti-French resistance war, cadres working in propaganda, mass media, publish, culture and arts and so on, under the leadership and guideline of the Central Party Committee and the Government, had come to battlefields to depict and encourage heroes in combating and production among soldiers and people, contributing to promoting patriotic emulation movements in fighting; building up the nation, educating revolutionary heroism and the spirit of active attack; promoting the determination on victory; surmounting negative thoughts, such as: fear of facing difficulties and sacrifice; regulating subjective thoughts of underestimating the strength of  the enemies after winning; praising exemplary individuals and collectives who courageously fought and sacrificed, etc, making important contributions to the stunning victory of Dien Bien Phu Campaign in 1954, the liberation of North of Vietnam, forcing the French colonialism’s signing of  Geneva Treaty.

During the period between 1954 and 1975, propaganda and education sector always supported the anti-American resistance war of army and people nationwide, as well as the construction of socialism in the North. At that time, propaganda and education work played a critical role in arousing the will, intelligence and power among the masses. In particular, propaganda and education sector successfully intensified patriotic emulation movements, which encouraged the whole people and soldiers to actively involve in working, production and fighting. In the North, the sector focused on promoting emulation movements, such as: “For our brotherhood of the South”, “Youth’s 3-readiness movements”, “and Women’s 3 responsibilities”…; actively assisting efforts and materials for the frontlines in the South; mobilizing thousands of young people to join the resistance war with the spirit “Going through Truong Son Mountain to liberate the country”. In the central region, propaganda and education sector attached special importance to disseminating the patriotism and revolutionary tradition among people, under the spirit “Letting the truck pass without regret for losing houses; clearing off the road without regret for effort”.

In the South of Vietnam, the propaganda and education sector has encouraged the public to intensify the political struggles and armed wars everywhere, in all three regions of mountainous areas, plains and urban areas. It aroused the patriots’ hatred for the enemy, and fostered the patriotism, courageous spirit, willing to sacrifice, creating many emulation movements to kill the enemies, and getting merits, such as: “Ap Bac emulation to kill the enemies”, “Down the street for Freedom and Democracy”, “Sing to my compatriots”, and so forth.

The Power of the patriotism and Vietnamese Heroism was transformed into the Victory of the 1975 Spring rebellion General Strike, culminated in the Historic Ho chi Minh Campaign, the Liberation of the South, the National reunification, bringing the country to Socialism.

After the country’s reunification, Vietnamese people had to deal with border wars, plus the embargoes of the US imperialism and imperial forces made our country's socioeconomic situation felt into long-lasting crisis. The people’s lives faced several adversities.

Under such circumstances, the work of propaganda and education has mobilized people at all classes to uphold their will and determination to overcome difficulties and challenges to reach national unity as quick as possible. Thanks to the propaganda and education sector, people were encouraged to strive for remedy war consequences, and won the two protective wars to the Southwest and Northern borders of Vietnam. Those achievements have gradually built up the country’s initial technical facilities, paving the way for the next development steps. Remarkably, the reality has confirmed its well preparation for the country’s renovation.     

At the 5th National Congress in 1986, the CPV has initiated and led the country’s comprehensive renovation course. Since 35 years onwards, the Department of Propaganda and education has played a very significant role in the Party’s building in terms of politics, thoughts, morality, guidelines, viewpoints, political theories and policies, the Party’s History, Press, Publications, External Relations, Science and Education, etc.     

The Propaganda and education Commission has accompanied with the entire Party and forces in implementation of innovation and onset victories. The above-mentioned achievements affirmed the success of Vietnamese revolution made from the practical and effective contribution of the propaganda and education in every period.  The struggles in protection for the Party’s ideological foundation have been strengthened and won practical efficiencies, coming into orderly operation with more and more effectiveness.

Outstanding growth

Over the past 90 years, under the glorious flag of the glory CPV and Great president Ho Chi Minh, the propaganda and education has so far made excellent contribution and outstanding growth through many periods of revolutionary history.  It is a pride of the Party and whole people and forces, especially the propaganda and education staffs.

The propaganda and education sector has itself improved its quality, innovation to catch up with the update technology, such as the 4.0 technological eras. It also constantly deploys synchronous and focused tasks to evolve the spirits of patriotism, labor, and creativity. It then creates consensus among the people, and maintains the stability of economy, politics, social order and safety.

The 90th anniversary of the Traditional Day of the Propaganda and Education sector is a chance for us to review and promote glorious traditional history of the Propaganda and Education sector. The day also helps reinforce the pride of great contribution with historical significance in the course of the Party’s and People’s revolution.

In the meantime, this traditional day candidates and enhances the pubic beliefs in the Party’s targets, ideology, then striving for higher professional competence, ethnic virtues, political stuff, and so on. We all determine to accomplish the assigned tasks to match the Party’s, State’s and People’s trust, contributing to achieving glorious victory in the course of the country’s industrialization and modernization, and integration for the purpose of wealthy people, strong,  democratic, civilized and equitable country.
