Binh Thuan to invest VND 1,200 billion in sustainable poverty reduction program

BTO - At the recent session, the provincial People’s Council tenure X has approved and officially promulgated a resolution on the province’s sustainable poverty reduction program period 2016-2020. Accordingly, the program is projected to focus on socioeconomic development, sustainable poverty reduction and limiting the reoccurrence of poverty, thence step by step improving living standards, increasing income and access to social services of the poor, especially in regions with extremely difficult conditions, communes in coastal areas and ethnic minority areas, with specific goals as follows:

Reducing the number of poor households at a yearly percentage of 1-1.2 percent, and 2 to 3 percent  for communes having large number of poor families (over 20 percent) in accordance with multi-dimensional poverty scale period 2016-2020. The province will strive to cut the number of communes with high poverty levels from 13 to 5 by the end of 2020.

Giving assistance in apprenticeship and employment to 7,400 labourers from poor households.

Ensuring 100 percent of poor and near-poor households getting benefits from preferential policies in line with the State’s regulations, accessing to basic social services (health care, education, housing, fresh water and sanitation, information …).

Investing in the construction of  economic infrastructures pursuing to criteria of new-style rural areas construction, which gives the priorities to essential works as:  roads, electricity and water supplies, schools, medical stations…

The total projected capital for the implementation of sustainable poverty reduction program is VND 1,206.9 billion, including VND 818.457 billion from credit loans, VND 373.89 billion from central and local budget, and VND 14.62 billion from public contributions. Besides, local budget will allocate appropriate funds each year in support of sustainable poverty reduction program.

In implementation progress of the program, the provincial People’s Committee will flexibly take advanced its budget to carry out the program’s projects instead of waiting for the central support.
