Evacuating people from epidemic areas: Top priority given to safety

BTO - Although the Covid-19 pandemic is increasingly complicated in the province, the Binh Thuan provincial leaders have decided to pick up its citizens from Ho Chi Minh City and Southern provinces to their hometown. The beneficiaries are disadvantaged citizens from epidemic-hit areas implementing social distancing under Directive No. 16 of the Prime Minister. Such determination as well as implementation process need to be thorough and secure the safety of all.

In recent days, the policy of welcoming people from Ho Chi Minh City and the southern provinces has been implemented by many provinces and cities, including Binh Thuan. This is a policy with a positive meaning, showing care for the people. People who get "stuck" will be free from the burden of accommodation, the rapid surge in food prices while unemployed.

Currently, there are a lot of Binh Thuan people living and working in Ho Chi Minh City and epidemic provinces. People who want to return to their hometown are mostly students, low-income workers, industrial workers, people having unstable accommodations, etc. However, people in this group are at high risk of morbidity and infection rates. Everyone will be put into management and medical monitoring in concentrated isolation areas if they are picked up to their hometown.

Currently, Binh Thuan has more than 3,000 people in concentrated isolation. According to the given number, the facilities to pick up people in concentrated isolation have been overwhelmed.  The isolation areas that the province has prepared can be filled.

It is not only to bring these people to the isolation areas but also to take care of all essential activities, especially to comply with the regulations. These people will be the "flame" of "the pandemic fire" If vigilance is lax.

Obviously, the most difficult thing now is how to bring back and manage the people from the epidemic area most scientifically and safely.

Any solutions must ensure the safety of the people

On the morning of July 24, Chairman of Binh Thuan Provincial People's Committee Le Tuan Phong signed and promulgated a plan to bring Binh Thuan people from Ho Chi Minh City and other provinces are implementing social distancing to return to the province. The context of this moment is that "Wherever you are, stay still". Therefore, the plan has been studied many solutions based on caution, thoroughness, and assurance to prevent and avoid the spread of the disease.

Accordingly, the citizens who would be brought home must have permanent residence in Binh Thuan province. In addition, they have to obtain the following criteria as in an urgent need of returning to the province, are not in the blockade areas, must have a certificate of isolation (if subject to quarantine), tested negative for SARS-CoV-2 virus within 3 days (72 hours) from the date of pick up and accept centralized isolation when returning to the province, committing to comply with the regulations of the province and the locality of residence on Covid-19 pandemic prevention.

The province identifies the people in order of priorities, including People who go for medical examination and treatment, patients' caregivers, students who have difficult conditions and no relatives in Ho Chi Minh city and other provinces are implementing social distancing according to Directive No. 16, people in difficult and lonely circumstances.

Pick-up locations in Ho Chi Minh City and provinces are bus stations or locations designated by the city and provinces. People move to the destinations 60 minutes before the shuttle schedule announcement to take a rapid health test. The medical team of the province performs rapid testing of people before getting on the bus (if the test results are negative, health conditions are met and there are no symptoms of fever, cough, shortness of breath, etc.).

Transportations are passenger cars of passenger transport business units in Binh Thuan province, arranged and issued identification cards for vehicles by Binh Thuan Department of Transport according to the instructions in Official Letter No. 4973 dated July 17, 2021, of the Directorate for Roads of Vietnam.

The transportations must be within the inspection period and ensure the technical requirements and operating conditions for passengers. Drivers and assistants must have test proof showing negatively with the SARS-CoV-2 virus issued by a competent health authority (valid within 72 hours) and wear medical protective clothing when participating in the tour. Each vehicle can only bring a maximum of 50% of the registered seats and arrange for passengers to sit in a correct number of seats, alternate between rows of seats, and ensure a safe distance according to regulations.

During the evacuation journey, the transport vehicles are only allowed to stop at 4 location4 locations approved by the Provincial Police. During the transportation process, people must strictly observe the following: comply with the 5K regulations of the Ministry of Health, wear medical protective clothing, restrict talking, do not eat or drink (eating activities will be allowed after people get into isolation facilities), do not go to the toilet or throw garbage indiscriminately. Passengers must sit in the correct number of seats as instructed when getting on the buses. After returning from the epidemic areas, the evacuees must conduct centralized isolation for a period of 14 days. After the end of the centralized isolation period, continue to monitor health at home for 14 days as prescribed. People can choose isolation places managed by the People's Committees of districts, towns, and cities, or service isolation facilities (which are tourist accommodation establishments approved by the People's Committee of the province).

Currently, the number of people registered in the province is quite huge. Everyone who has returned or is about to return needs to share and sympathize with the mandatory solutions set by the provincial leaders. Bringing people to their homeland is a responsibility, but protecting the safety of more than 1.3 million people in the province is even heavier. It is believed that, with careful preparation, along with the responsible community, sharing sympathy, and complying with the mandatory regulations, Binh Thuan people will be safe during the pandemic.
